
Gibson & Associates (G&A) was retained to play a lead consultant role in the development of San Mateo County’s Strategic Plan for the Mental Health Services Act. G&A’s performed a dual role in this process: facilitation of the planning process and drafting of the strategic plan; and directing a broad community assessment of community perceptions of the full operations of the mental health department with an explicit focus upon its cultural and linguistic capacity and practices.
Facilitation & Plan Preparation. Paul Gibson has been one of two lead facilitators to the process. In this capacity he facilitated both the Adult Work Group and the Older Adult Work Group, facilitating a series of five half and full day work sessions with work groups comprised of clinicians, family members, consumers, and community-based providers. He also facilitated the Steering Committee meetings and Planning Team meetings. The Steering Committee was comprised of sixty community stakeholders. The Planning Team was comprised of the co-chairs from each work group and senior mental health staff. Mr. Gibson was also responsible for creating a draft of the strategic plan incorporating a vast amount of research, planning, data collection, and field research.
Assessment. G&A Associate, Brightstar Ohlson, directed this community research project within the overall strategic planning effort. Ms. Ohlson was responsible for designing the focus group protocols, training all focus group facilitators, conducting all Spanish-speaking focus groups, and coding and analyzing over 100 focus groups that included over 1000 San Mateo residents. All of these focus groups targeted populations that have been un-served or under-served by the mental health system. An ACCESS data base was developed by G&A to house and analyze data on over 20 subpopulations who participated in the focus group process. Once the focus groups were analyzed, a G&A team comprised of Ms. Ohlson, Paul Gibson, and Minju Chang developed a series of four PowerPoint presentations, one per work group (i.e. child, transition age youth, adult, and older adult) as well as written reports for each group (child, transition age youth, adult, older adult, and report on cultural groups).
